Blue Ocean Daily Festival—Taitung County Government's New Event Successfully Revitalizes Local Marine Recreation Industry

TAITUNG, TAIWAN - Media OutReach - 14 November 2022 - In recent years, the Taitung County Government has been refining the county’s “Sea is Life” outlook. Providing opportunities in and around water has aided and enabled the county government’s marine culture education and aquatic recreational activity expansion efforts. 2022 marked the initial launch of the Blue Ocean Daily festival. The 5-week event aimed to provide tourists and tourism operators with recreational water activities. It was only recently the festival has come to a fitting end after offering a total of 22 Austronesian-themed maritime activities with local schools, tribes and industry associations. Jinzun Village and Flowing Lake are currently being built up as hubs to spread awareness of recreational aquatic activities and marine culture education. By means of providing county residents and tourists more aquatic activity diversity, both hubs follow three ideals: embracing, engaging and knowing the sea. Furthermore, with the partnership with the Kimokeo Foundation from Hawaii, the recent new addition and integration of Shanyuan Bay has garnered much international exposure. The inaugural Blue Ocean Daily Festival’s significance lies in its cultural roots search, as well as meaningful international exchanges. The Taitung County Government invited Kimokeo Kapahulehua (also known as Uncle K), well-known throughout Hawaii for his preservation efforts of Hawaiian culture, to build off the year’s prior establishment of the Taiwan Outrigger Canoe Club (TOCC). The club brought ethnic Taiwanese Hawaiians athletes to Taitung for their natural affinity toward reconnecting with their mutual ancestors. Uncle K introduced the Hawaiian outrigger canoe to Taitung and the important role it played during the Austronesian migration period. County residents were then able to know the canoes and experience them up-close during one of the eight classes Uncle K hosted during the festival. The Haiiwan native also did a first for Taiwan—performing a long-distance sail in an Outrigger Canoe in Taiwan’s waters. Kapahulehua and his crew set sail from Shanyuan Bay to traditional waters of the Torik Tribe, effectively reenacting the historical setting of using boats as means to maintain friendly relations between Austronesian communities. During the welcoming ceremony, before coming ashore, a conch shell trumpet was prepared and blown to announce the Hawaiian crew had arrived by canoe, then, the on-shore Torik Tribe responded with a bamboo bugle horn to greet the Hawaiians ashore. This marks a meaningful milestone for the Blue Ocean Daily Festival so that the festival may continue to carry on the spirit of its unique cultural heritage. The Blue Ocean Daily Festival in addition to facilitating exchanges between international organizations, local tribes and academic institutions, it’s also the starting point in which marine creation and community revitalization occurs. The county government is also committed to developing smart tourism. 4K video feeds have been installed at three locations in Jinlun, Fugang, and Huayuan and will soon be made available for public access online. The zero-latency broadcasts enable the public easy access to Taitung’s beauty and can marvel at it anytime, anywhere. In the future, the county government also expects to launch online ecology education and tours to develop its intertidal zone-themed content that is not limited by time and space. Taiwan is believed by some experts to be where the Austronesian language family originated, according to the Taitung County Government. There are seven indigenous groups in Taitung County, making it the most culturally diverse county in Taiwan. Moreover, Taitung is blessed with rich marine resources, with a 249-kilometer coastline including the county’s outlying islands, which when totaled together, is the longest coastline in the nation. The county also has rare deep ocean water (DOW) and underwater hot springs, which can only be found in few places on Earth. The unique geographical environment and rich cultural heritage makes the county well positioned for development within the marine recreation industry. In the future, the county government will continue to connect with the international community through the Blue Ocean Daily Festival and promote the revitalization of marine themed tourism and community development to achieve its vision of sustainable development of the local marine recreation industry. Research Shows that Age Assurance Needs Clarity and Improvement

The Family Online Safety Institute ( FOSI ) today released a new report, Making Sense of Age Assurance: Enabling Safer Online Experiences, which explores awareness and attitudes toward age assurance among parents and children in the United States, United Kingdom, and France. Age assurance ensures that users who do not meet age minimums cannot access online platforms, or must stay in age-appropriate environments. This new report found that age assurance methods are received with mixed perceptions, with respondents showing an openness to future solutions but also highlighting the need for education and transparency upon implementation. Key findings from the report captured levels of awareness among parents and children, outlooks on the use of biometric data, and cultural contrasts in parenting style. “Age assurance has long been a challenging area for the technology industry, as certain methods may also require the collection of more user data,” said Stephen Balkam, FOSI CEO. “This year’s report shows a clear opportunity to improve methods of age assurance, which must begin by helping people to understand it. We are proud to partner with FOSI on this critical work and will continue to collaborate on how to help kids and teens enjoy the benefits that technology has to offer when it comes to learning, staying connected and having fun.” Parents and responsibility Despite growing concerns about younger children accessing platforms while underage, this study found that most parents (53% in the US, 57% in the UK, and 49% in France) are willing to make an exception or allow their child to bypass an age requirement, though they then often require direct oversight of the account or discussions about how to use an app safely. While the majority of parents (74% in the US, 80% in the UK, and 73% in France) see themselves as the primarily responsible party for ensuring that their children interact with age-appropriate content, more than half of parents in each country surveyed agree that industry and government should both be more involved in protecting children. Future solutions Despite hypotheses that the use of biometric components may cause concerns around data privacy, this report found that respondents are open to age assurance methods that include it. Over two-thirds of parents and children in the US and UK, and roughly half in France, indicate that they are open to age assurance methods that include a biometric component. Nearly two-thirds of parents across all three countries feel that biometrics are an effective tool for assessing age. If offered, parents report that their most ideal method for setting age assurance on apps and services would be on a per account basis, the point at which they are downloaded from an app store. Country differences The report also finds that different social and cultural factors impact parenting styles and child-parent relationships in each country. US parents reported the highest amount of time spent monitoring their children’s online usage at 11.8 hours per week, in contrast with UK parents at 7.6 hours per week, and French parents at 3.5 hours per week. French parents are also the least likely to use tech tools such as monitoring software or apps to oversee their children’s online activities. 87% of US parents and 82% of UK parents have used such tools, compared to 65% in France. This study was supported by Google, and conducted by Kantar. Topline findings will be presented at the FOSI 2022 Annual Conference, Trust and Assurance: Online Safety in an Uncertain World. Each year, FOSI convenes the premier event in online safety, bringing together leaders from across industry, government, academia, and the nonprofit sector. This year’s agenda includes topics such as content moderation, privacy policy, safety in the metaverse, digital wellbeing, and more. The conference will feature remarks by FTC Commissioner Alvaro Bedoya, as well as the launch of the Global Online Safety Regulators Network, a new initiative seeking to encourage a collaborative approach to legislation globally. These include the pressure felt by primary school students during their studies, as well as primary and secondary school students' addiction to computer games and other rebellious behaviours. If ignored by parents, these problems will often create insecurity among children; while if parents choose to deal with these issues by beating, scolding or forcing them to obey, children will feel anxious and uneasy, often bottling up their negative emotions. When faced with even bigger setbacks, these frustrations can easily snowball into mental health problems. The WEMP Foundation plans to introduce positive parenting skills training to 10 kindergartens, with the goal of sharing positive parenting skills and mental health knowledge to over 10,000 kindergarten parents and children. It is set to be Hong Kong's first education programme that targets early childhood mental health. Building a "Happy Home" Through Film Appreciation As a means for parents to learn about positive parenting skills, The WEMP Foundation has collaborated with a number of non-profit organisations to screen the award-winning micro-film "Sounds of Silence".
