Aspen Grove Shopping Center begins redevelopment site planning process following Littleton city council confirmation

With Littleton city council voting on September 27 to uphold July’s unanimous approval by the city planning commission, Aspen Grove Shopping Center owner Gerrity is moving forward with formal site planning to redevelop part of its aging property into a vibrant transit-oriented, mixed-use retail center.

Located on the southeast corner of the property adjacent to Regional Transportation District’s (RTD) Mineral Ave. Light Rail and transit station, Aspen Grove’s much-anticipated redevelopment is the first such project under Littleton’s new Unified Land Use Code (ULUC), which was approved by city council in October 2021.

The first phase of Aspen Grove’s evolution will include a pedestrian-friendly mixed-use community with up to 480 multifamily apartments, above ground-level retail stores and restaurants, structured and on-street parking, common open space, private streets and bicycle amenities.

“This project will rejuvenate Aspen Grove as a first-class community retail center while giving it long-term viability for Littleton to compete for the best retailers and resulting sales taxes,” said Colby Young, Gerrity Vice President for Asset Management and Development.

In meeting the company’s commitment to help Littleton address its housing affordability concerns, Gerrity’s Aspen Grove redevelopment team has been in conversations with South Metro Housing Options (SMHO), the city’s official housing authority. SMHO is governed by a seven-member Board of Commissioners appointed by Littleton’s city council.

“We’re taking a thoughtful, deliberate approach toward integrating quality apartment housing for various income levels of people who work at or near Aspen Grove Shopping Center, as well as seniors, young parents and others impacted by Littleton’s shortage of places to live,” said Young. “We’re making this a core focus right now in our site planning and not waiting for the city to adopt an inclusionary housing ordinance.”

Littleton’s housing shortage was articulated in a 2017 study and made a specific priority in the city’s 20-year Envision Littleton Comprehensive Plan, adopted in late 2019 after an intensive four-year process of research, development and community input.

Envision Littleton projects that the city will need more than 6,500 new housing units to accommodate the city’s anticipated growth of 15,000 new residents, with “a quantity and diversity of housing options that makes living in Littleton attainable for a wide range of age groups and income levels.”

Gerrity has been active in the region since the 1990s and acquired Aspen Grove Shopping Center in 2016. The company will launch a new web site within the next few weeks to keep residents, consumers and tenants updated as a detailed site development plan and project timeline are completed.
