Kamala Harris Talks Gun Violence Amid Record Homicides

The first of these shootings occurred at an elementary school in Uvalde, Texas, where 19 children and two teachers tragically lost their lives. The second was in Buffalo, New York, where a racially motivated attack by a white supremacist in a predominantly Black neighborhood resulted in the deaths of 10 Black individuals at a local grocery store. 3 According to a new report from the US Justice Department, the Uvalde school massacre could have been resolved much sooner. 4 Law enforcement missed multiple chances to reassess and stop the shooting sooner, taking 77 minutes to resolve. The report blames leadership failures among officers and identifies post-shooting issues. US Attorney General Merrick Garland admits the response was a failure, citing the potential for lives to be saved with a more timely intervention. Families of victims seek accountability and advocate for sensible gun laws. VR Outlines Plans for Q1 2024 to Advance its REE Discovery at Hecla-Kilmer

(TSXV:VRR ) ( FSE:5VR ) ( OTC:VRRCF), the " Company ", or “ VR ”, is pleased to provide an update on work planned in Q1 2024 to continue advancing the REE discovery at its Hecla-Kilmer project located in northern Ontario. VR’s goal is to assess the potential for the first sustained rare earth element production, including the Permanent Magnet Rare Earth Oxides (PMREO) Nd, Pr, Tb and Dy, in Canada.  Plans for Q1 2024 include: Phase 2 Metallurgical Studies: Completion of Phase II metallurgical studies at SGS, to evaluate the recovery and beneficiation processes for an apatite-monazite mineral concentrate.   REE Mineral Volume Assessment: Evaluation of REE mineral volume potential at the Pike Zone, Hinge Zone and South Rim Zone, in vein breccia on sub-vertical structures with 1% Total Rare Earth Oxide (TREO) on average, with PMREO content from 18% to 24%.   Economic Scoping of Mining Methods: Collaboration with Novamera Inc., Toronto, to evaluate the use of small footprint, low impact, surface bore hole surgical mining methods.   Alignment with Pilot Plant Designs: Ongoing discussion with SRC, Saskatoon, to align REE mineralization at Hecla-Kilmer with new REE extraction plants in North America.   Digital Compilation of Magnetic Surveys: Compile all regional and property-scale magnetic surveys covering VR's expanded land holdings across 15 properties in the region and integrate with the high-resolution surveys completed by VR during the past four years.   Stakeholder Engagement: Continuation of open communication and collaboration with both the Ontario government (MNDM) and the Moose Cree First Nation.   Mineralogy Matters There are proven and cost-effective extraction processes and new extraction plants in North America for the REE-bearing mineral assemblage of apatite and monazite which occurs at Hecla-Kilmer.   Results from Phase 1 of the bulk sample mineralogy study completed at SGS Lakefield in Ontario in 2023 are positive.  They confirm that the phosphate mineral apatite is the primary REE host, and it is uniquely enriched: published resources for LREE carbonatite deposits in Canada typically contain between 12-15% PMREO of TREO, which is roughly 40% lower than the 18-24% proportion in the bulk sample from H-K. Figure 1 emphasizes the value potential of the REE mineralization at H-K because of the high value of the two heavy REEs (HREE) that go into permanent magnets: dysprosium and terbium. As previously reported, and summarized in full on the Company’s website at www.vrr.ca: Apatite contains approximately 80% of all REEs at H-K;   Apatite is 7.3 % TREO on average, with REE in the crystal lattice and in monazite inclusions;   High value permanent magnet REEs (PMREO) are up to 25% of TREO in the apatite;   Carbonatites are a source of pure, clean magmatic phosphate used in electric vehicle batteries, and the apatite in the 461 m intersection in Hole 13 averages 2%, starting at surface;   The apatite is both coarse grained and crystalographically pure compared to apatite in sedimentary-hosted phosphate deposits.   Canada is plagued with REE discoveries made during the past 60 years that have never been developed for two main reasons: First, most REE carbonatite deposits are enriched only in LREE (neodymium and praseodymium), and second; where HREE-rich deposits do occur, the silicate REE mineralogy is too difficult or costly to extract. The REE mineralogy at Hecla-Kilmer is a clear distinction. There is no REE production in Canada, and no HREE production across North America, period.  As such, the sector is attracting strong support from provincial and federal government programs in both Canada and the United States as resource demands shift in relation to new sustainable technologies in the emerging Green Economy.  Hecla-Kilmer is on the radar screen: it has been awarded in all three years of the Ontario OJEP program. Size Matters   Hecla-Kilmer is a large and multiphase, alkaline ultrabasic intrusive complex with carbonatite approximately 4 – 6 km across. There was modern, systematic exploration or drill-testing of the complex for a large-scale, magnetite-fluorite-apatite hydrothermal breccia system with critical metals prior to VR. REEs were discovered at Hecla-Kilmer by VR in its second drill hole, during the very first reconnaissance drill program in 2020. A total of 9,979 m of drilling has been completed in 24 drill holes in five programs since, with REE mineralization of > 1% TREO intersected in 18 of the 24 holes. Vertical apatite-carbonate vein and vein breccia systems are consistently concentrated in REEs across some 2.5 km of the complex.  The higher grade mineralization occurs within a km-scale footprint of high temperature, potassic alteration (fenite) dominated by hydrothermal biotite and magnetite; it occurs along abrupt, original intrusive host rock contacts, and is commonly structurally controlled. VR plans to complete an independent, 3D model for REE mineralization volumes at Hecla-Kilmer. It will use continuous geochemical and magnetic susceptibility data obtained from all 24 drill holes.  Further constraints from the 3D magnetic inversion models derived from the high-resolution drone survey in 2022, and the high-resolution ground gravity data obtained in 2021 will improve the outlines for mineral volume potential based on the various REE drill intersections. Location Matters   VR plans to evaluate the small footprint, low impact, surface bore hole surgical mining method being developed by Novamera Inc., Toronto, for the high grade veins, dykes and breccia bodies at Hecla-Kilmer  based on the polymetallic nature of the REE mineralization including phosphate and niobium and the unique enrichment of the heavy PMREO – yes – but also because of its location attributes. Figure 3.  Apatite-enriched REE mineralization occurs at bedrock surface at the base of till, and just 23 km from active rail, highway and provincial power grid infrastructure at Otter Rapids. The presence of PMREO aside, the logistical attributes of Hecla-Kilmer cannot be over-stated, and the exclamation point is its location in a province demonstrating active support for a domestic supply of critical metals for the EV auto industry in Canada! Technical Information Summary technical and geological information for the Company’s various exploration properties is available at the Company’s website at www.vrr.ca. VR submits sawn drill core samples for geochemical assay to the ALS Global Ltd. (“ALS”) laboratory facilities in Timmins or Thunder Bay, Ontario, with final geochemical analytical work done at the ALS laboratory located in North Vancouver, BC., including lithium borate fusion, ICP-MS and ICP-AES analyses for base metals, trace elements and full-suite REE analysis, and gold determination by atomic absorption on fire assay. VR Resources confirms enriched magnet-REE apatite with new metallurgical results from Hecla-Kilmer, and signs MOU with Novamera.

Vancouver, BC - TheNewswire -  December 13, 2023 - VR Resources Ltd. (TSX.V:VRR ) ( FSE:5VR ) ( OTC:VRRCF), the " Company ", or “ VR ”, is pleased to report results from ongoing metallurgical work for rare earth element mineralization (REE) at the company’s Hecla-Kilmer (“H-K”) project in northern Ontario. New chemical data from laser ablation ICP-MS on the Hole 13 bulk sample confirms that the phosphate mineral apatite is uniquely enriched in REE. The a patite plays a dual role in REE mineralization: its crystal structure is uniquely enriched in REE, and; it has small inclusions of the phosphate mineral monazite with ~60 wght% TREO and parasite/synchysite fluorocarbonate minerals with ~30 wght% TREO. Apatite contains around 80% of all REE mineralization at H-K, with an average co ncentration of 7.3% TREO   Permanent magnet REEs (PMREO) are up to 25% of TREO in the apatite, and are enriched in neodymium compared to the finer grained REE-bearing minerals monazite and parisite;   Over 75% of remaining REE mineralization occurs as small inclusions of monazite and parasite within apatite vein crystals and in apatite-fenite wallrock alteration;   Carbonatites are a source of pure, clean magmatic phosphate used in electric vehicle batteries, and the apatite in the 461 m intersection in Hole 13 averages 37%, starting at surface.   Electron microprobe images of apatite with monazite inclusions are shown in Figure 1 and Figure 2. Drill core photos are in Figure 3. They show the apatite-biotite-magnetite mineralogy found at high-grade TREO zones across Hecla-Kilmer, from Pike Zone to the South Rim located some 2.5km away: Figure 4. Potassic phoscorite mineralization at Pike Zone is concentrated in steeply dipping veins in Hole 13, within a broad alteration envelope containing +0.5% TREO and 2% phosphate;   Figure 5. Mineralization at South Rim shows the same correlation between TREOs and apatite as it does in Hole 13 at Pike Zone, and it can be traced along a controlling east-west structure   From VR’s CEO, Dr. Michael Gunning, “ REE mineralogy is crucial towards the economic viability of any REE deposit. The strongest recoveries are generally achieved from simple phosphate mineralogies, as opposed to complex mineralogy amongst silicate or refractory minerals, augmented further by coarse-grained minerals compared to fine grained, and Hecla-Kilmer is clearly heading down both pathways.  As such, we intend to advance the Phase I mineralogy work now complete at SGS to Phase II beneficiation studies in Q1 2024 in order to evaluate apatite - fluorocarbonate mineral separation and concentration.   The new data reported here clarify the importance of apatite for the REE hydrothermal system at H-K: First, at 7.3% TREO, the apatite is uniquely enriched in REEs overall compared to other carbonatite deposits, and especially in neodymium which is used in electric vehicle motors;   Second, with 25% Magnet REO, the REE mineralization at H-K is uniquely enriched compared to most carbonatite deposits, and especially in the heavy rare earths (HREE), which like neodymium are essential in permanent magnets, yet there is no domestic HREE production in North America;   Third, the apatite is both coarse grained and crystalographically pure compared to apatite in sedimentary-hosted phosphate deposits;   Finally, it is the sheer volume and abundance of the phosphate mineral within the overall hydrothermal system at H-K that should not be overlooked, as the phosphate itself adds value to the polymetallic mineralization given its increasing role in battery technology variants for EV’s.     We consider these new chemical data from the laser ablation ICP-MS robust because they are consistent with the preliminary results we received from an array of state-of-the-art technologies utilized from the very beginning of our exploration in 2020, including whole-core XRF scanning by GeologicAI, QEMSCAN and TIMA mineralogy by SGS, lithium-borate fusion ICP-MS geochemistry for trace REE detection by ALS, and scanning electron microprobe analyses of individual mineral grains by RGS Inc. in London, Ontario.  Further, and perhaps even more important, the new REE mineral chemistry data are consistent across 2.5 km of the polyphaser igneous complex at H-K, from South Rim to Pike Zone. Based on these results, we are excited to embark on a partnership with Novamera Inc. to explore the potential of their innovative, surgical mining technologies on the large-footprint REE+P+Nd hydrothermal system which comes to bedrock surface at H-K. We believe this collaboration could help unlock the unusual PMREO value in the REE veins at Hecla-Kilmer, and contribute positively to minimizing the environmental impact of the project in the lower James Bay region. In ongoing collaboration with SGS, and potentially with the SRC in Saskatchewan for REE extraction, we look forward to the journey with Novamera to evaluate if H-K can contribute to the growing demands of the energy transition economy. Finally. I wish to convey my sincere appreciation to the Ontario MNDM for the recognition and support of our Hecla-Kilmer project through the OJEP critical metals exploration program. The grants awarded to Hecla-Kilmer continue to make a material difference to our ability to advance this discovery. Bulk Sample REE critical metals were discovered at Hecla-Kilmer in the very first reconnaissance drill program in 2020, with 24 holes completed to-date across the multiphase alkaline igneous complex.  Drill hole locations and key REE intersections are summarized in Figure 6. Crushed drill core assay rejects from the 461 metre intersection of continuous REE mineralization in Hole 013 were submitted to the SGS Lakefield laboratory in Ontario in May as a bulk sample for a mineralogical, beneficiation and metallurgical study. SGS is a recognized world leader in mineralogical and metallurgical studies on REE mineral systems. The intersection used for the bulk sample includes: 361 m @ 0.96 % TREO (1) of which 20% are PMREO (2) and 2% P and including:   39 m @ 2.01 % TREO with 22% as PMREO.   The new chemical data on apatite are from TESCAN Integrated Mineral Analyzer (TIMA) analyses.  Eight initial representative samples spanning the 361 metres of REE mineralization were crushed, sorted and analyzed with TIMA for elemental and mineral mapping of grains ahead of beneficiation studies. Technical Information Summary technical and geological information for the Company’s various exploration properties is available at the Company’s website at www.vrr.ca. VR submits sawn drill core samples for geochemical assay to the ALS Global Ltd. (“ALS”) laboratory facilities in Timmins or Thunder Bay, Ontario, with final geochemical analytical work done at the ALS laboratory located in North Vancouver, BC., including lithium borate fusion, ICP-MS and ICP-AES analyses for base metals, trace elements and full-suite REE analysis, and gold determination by atomic absorption on fire assay. ShotSpotter Faces Scrutiny as Studies Challenge Its Efficacy

Despite this, the Kansas City Board of Police Commissioners approved nearly $200,000 for a one-year renewal of ShotSpotter, indicating a commitment to the technology despite the study's findings. 2 These concerns are not isolated. A May 2021 study by the MacArthur Justice Center in Chicago raised serious doubts about ShotSpotter’s touted 97% accuracy rate. The study revealed that 89% of ShotSpotter alerts in Chicago turned up no gun-related crime, and 86% resulted in no crime at all. This discrepancy between reported efficiency and actual performance has stirred skepticism about the technology's reliability and its role in law enforcement. Amidst the growing concerns over the effectiveness of ShotSpotter, advanced public safety technology company Knightscope, Inc.
